You can find those mailers on http://www.jampaper.com/Envelopes/PaddedBubbleEnvelopes/MetallicBubbleMailers-PeelSealClosure . I was going to use some for a project a while back but they were just out of my price range.

I don't think it's overpackaged. The bubble wrap protects the CD when it's sent by mail, and it's in fact the standard way to mail CDs and small electronics like calculators in Norway. They even sell “bubble envelopes” at post offices.

The package is what you would pick up in the store, when Alex and I came up with the concept for the packaging, part of our reasoning behind choosing bubble wrap envelopes was to eliminate the problem of damaging the digipak, sticker, and disc itself. Also to give the buyer an option to secure the digipak to prevent loss, damage, etc. All while maintaining the Brittany Bosco & The Big Up! brands, both of which we are the Art/Creative Directors.More of my work is available here:
